The country needs foreign workers to maintain its surging minerals and energy exports, but tougher English language requirements have exposed gaps in training for migrants. The English requirements demanded on 457 temporary visas have been tightened. The department of immigration requires an “Ielts test score of at least 5.0 in each of the four test components of speaking, reading, writing and listening”, whereas in 2009 applicants had only to show an average score of 5.0, which could mask a deficiency in the more demanding skills of speaking or writing.
